[안내] 트래블룰 시행에 따른 가상자산 이전 방식 안내

안녕하세요.
No.1 가상자산 플랫폼, 빗썸입니다.

사전 공지 드린 바와 같이 「특정 금융거래정보의 보고 및 이용에 관한 법률」(이하 "특정금융정보법")에 따라 3월 25일부터 트래블룰 제도가 시행될 예정입니다.

※ 트래블룰이란?
- 가상자산사업자(VASP)간의 가상자산 이동경로를 파악하기 위한 제도입니다. 특정금융정보법에 따라 100만원 상당 이상의 가상자산을 이전하는 경우, 가상자산을 보내는 사람과 받는 사람의 정보를 가상자산을 이전 받는 VASP에게 제공이 필요합니다.


이에, 빗썸은 2022년 3월 25일부터 국내 VASP로의 가상자산 이전에 대해서는 특정금융정보법상 트래블룰 의무를 예외없이 적용하여, 가상자산 송/수신인 정보를 제공할 수 있는 VASP로의 이전만을 허용할 계획입니다.

해외 VASP로의 가상자산 이전에 대해서는, 해외 VASP는 국내와 달리 트래블룰이 의무화되어 있지 않고 실질적으로 이행준비가 안된 상황이므로, 업계 자율적으로, 트래블룰이 구축되지 않은 해외 VASP로의 이전은 송/수신인이 동일한 것으로 확인되고, 해외 VASP의 자금세탁위험이 낮은 것으로 평가되는 경우에 한해 이전하는 방안을 시행할 예정입니다.

개인지갑으로의 가상자산 이전은 특정금융정보법상 트래블룰 규제 대상은 아니나, 자금세탁위험성 등을 고려하여 빗썸 고객의 본인지갑임을 확인한 경우에 한하여 선별적으로 이전을 지원할 계획입니다.

자세한 사항은 아래의 내용을 참고해 주시기 바랍니다.


■ 트래블룰 시행 일정                                                            
- 2022년 3월 25일 00시 ( 가상자산 이전 제한 시작은 2022년 3월 24일 22시 )


■ 트래블룰 시행 주요내용  
1. 국내 VASP로의 가상자산 이전
- 3월 25일부터 4월 8일 전까지는 국내 VASP로의 가상자산 이전 불가
- 트래블룰 솔루션인 CODE 연동 VASP로의 이전 : 4월 8일부터 가능
- 베리파이바스프 연동 VASP로의 이전 : 4월 25일부터 가능 (베리파이바스프와 CODE 솔루션 간 연동작업이 4월 25일 완료될 예정임)
※ 4월 25일 이전에도 개인지갑으로 이전 후 입금하는 방식을 통해 가상자산을 다른 거래소로 이전하는 것은 가능함 

2. 해외 VASP로의 가상자산 이전
- 가상자산 주소 등록 후 승인된 주소로만 이전하는 방식(화이트리스트 주소 이전 방식)을 유지
- 본인 소유 계정에 대해서만 화이트리스트 등록 및 이전 가능

3. 개인지갑으로의 가상자산 이전
- 개인지갑은 본인 소유 계정에 대해서만 화이트리스트 등록 및 이전 가능
- 특히 메타마스크의 경우 고객센터 내방을 통한 본인소유여부 대면확인 후 이전 지원  (3월 28일부터 가능, 대면 방법 안내 바로가기)
  ※ 추후 비대면으로 본인소유여부 확인 지원 예정 

4. 공통사항
- 3월 25일부터 한시적으로 가상자산 이전 금액에 상관없이 트래블룰 적용
- 추후 (구체적 시점은 별도 안내 예정) 100만원 이상의 가상자산 이전에 대해서만 트래블룰 적용


■ 기존 화이트리스트 정책 관련 안내
- 기존 화이트리스트 등록된 국내 VASP의 출금 주소들은 3월 24일 오후10시에 일괄 삭제 예정
- 해외 VASP 13개는 기존과 동일하게 지원 예정
- 화이트리스트 주소 등록 안내 : FAQ 안내 참고 ([안내] 화이트리스트 주소 등록 안내)
- 화이트리스트 주소 등록 및 심사 정책은 내부 사정에 따라 변동될 수 있음


■ 기타 유의사항
- 해외 VASP는 자금세탁방지 위험평가 결과에 따라 지속적으로 추가될 예정임
- 트래블룰 솔루션으로 이전 가능한 해외 VASP는 화이트리스트 이전 방식에서 제외됨
- 3월 24일 22시부터 해외 VASP 13개 및 개인지갑 3개 외 나머지 VASP 및 개인지갑으로의 이전은 중단될 예정이므로, 다른 VASP로 이전이 필요한 경우 3월 24일 22시 이전까지 보유자산 이전 필요

As we have notified before, Travel Rule will be implemented as of Mar. 25, 2022 according to the Act on Reporting and Using Specified Financial Transaction Information (hereinafter “Specified Financial Information Act”).

※ What is Travel Rule?
- Travel Rule is a system to identify the transfer path of virtual assets between virtual asset service providers (VASPs). According to the Specified Financial Information Act, a VASP that transfers virtual assets worth one million won or more is required to provide the VASP to which the virtual assets will be transferred with the information about the sender and recipient of the virtual assets.


Therefore, as of Mar. 25, 2022, Bithumb will comply with the Travel Rule implemented according to the Specified Financial Information Act without exception for virtual assets transferred to Korean VASPs and allow only virtual asset transfers to VASPs that can provide the information about the sender and recipient of the virtual assets.

In the case of virtual asset transfers to overseas VASPs, the Travel Rule is not a requirement for overseas VASPs unlike Korean VASPs and overseas VASPs are not practically ready for its implementation. So VASPs in South Korea, including Bithumb, will autonomously put into practice the measure where virtual asset transfers to overseas VASPs are allowed only when the sender and recipient are the same entity and the risk of money laundering by overseas VASPs is considered low.

Virtual asset transfers to unhosted wallets are not subject to the Travel Rule according to the Specified Financial Information Act. But, considering the risk of money laundering, Bithumb will selectively allow virtual asset transfers to an unhosted wallet only when the wallet is confirmed to belong to the Bithumb user who transfers the virtual asset.

■ Schedule for Implementation of Travel Rule 
- 00:00, Mar. 25, 2022 (Restriction on virtual asset transfers starts at 22:00, Mar. 24, 2022.)


■ Details of Implementation of Travel Rule 

1. Virtual asset transfers to Korean VASPs
- Transfers to Korean VASPs are restricted from Mar. 25 to Apr. 8.
- Transfers to VASPs linked with CODE, a travel rule solution: Allowed starting Apr. 8.
- Transfers to VASPs linked with VerifyVASP: Allowed starting Apr. 25. (The process of linking VerifyVASP with CODE is expected to be completed by Apr. 25.)
  ※ Even before Apr. 25, you can transfer virtual assets to other exchanges by first transferring them to an unhosted wallet and then from the unhosted wallet to another exchange. 

2. Virtual asset transfers to overseas VASPs
- The method of transferring virtual assets to the approved addresses after registering virtual asset addresses will be maintained (whitelist address transfer method).
- You can only register your own account as a whitelist and process transfers.

3. Virtual asset transfers to unhosted wallets
- For transfers to unhosted wallets, you can only register your own account as a whitelist and process transfers.
- Especially in the case of MetaMask, you need to visit the customer center and prove your possession of virtual assets through a face-to-face confirmation to transfer virtual assets. (Available from Mar. 28. Go to face-to-face guide)
  ※ We also plan to provide a non-face-to-face confirmation method later.  

4. Common Matters
 - The Travel Rule applies temporarily starting Mar. 25 regardless of the amount of virtual assets to be transferred.
 - In the future (the specific date will be announced separately), the Travel Rule will apply only to transfers of virtual assets worth one million won or more.


■ Changes to Existing Whitelist Policy
 - The withdrawal addresses of Korean VASPs registered in the existing whitelist will be deleted entirely at 22:00, Mar. 24.
 - The withdrawal addresses of 13 overseas VASPs will continue to be supported like before.
 - Guide on whitelist address registration: Refer to FAQ ([Guide] Guide on Whitelist Address Registration). 
 - Whitelist address registration and review policies may change according to internal situations.

■ Other Precautions
 - Overseas VASPs will be continuously added according to the results of money laundering risk assessments.
 - Overseas VASPs to which transfers are allowed through the Travel Rule solution will be excluded from the whitelist transfer method.
 - Starting 22:00, Mar. 24, excluding the 13 overseas VASPs and 3 unhosted wallet services, transfers to remaining VASPs and unhosted wallet services will be stopped. If you need to transfer virtual assets to any of the remaining VASPs and unhosted wallets, you must do so before 22:00, Mar. 24.
